Description: CASSANDRA-10655 disabled value skipping of columns but did not
disabled value skipping of complex columns elements which can also lead to
read-repair issues for super columns. (was: CASSANDRA-10655 disabled value

In 3.0, query filtering complex column element values can only be performed
throught Thrift.)
