CASSANDRA-16649 changed the upgrade dtest to test all upgrade paths. When
running from trunk, the dtest jar of the lower version should present.
CircleCI config is not updated to build the cassandra-4.0 dtest jar, so that
most of the upgrade dtest fail. Add the 4.0 version to the dtest jar build task
should fix.
