The patch was originally provided by [~jlewandowski].
I ported it to 3.11, 4.0 and trunk some time ago. The Jenkins CI runs were
fine, but they are already expired.
I rebased and started new CI run in Jenkins for 3.11.

The patch applies easily to 4.0, I will rerun CI there when I get +1 on the
fix. (I didn't want to overwhelm Jenkins at this point as there are also other
patches at the moment to test)
Some of the test classes can take advantage of some cleaning, but I think this
will be applicable for 4.0 and trunk as we try to skip any unrelated changes to
older branches.
I can add additional commit to 4.0 and trunk if we agree to do the housekeeping
as part of this ticket.
*NOTE:* There is second commit in the pull request, it is the patch from
CASSANDRA-16827 so I can skip the issue with ant during testing.
