When changing compression parameters and testing their results, it is useful to
be able to recompress only sstables that need to be recompressed.
Similarly, it is often useful to be able to skip sstables that were flushed
with expected parameters (i.e., created after some point in time), and only
pick up sstables that are older than the given timestamp.
