In cassandra.bat, change:
-Dlog4j.configuration=log4j-server.properties^
to:
-Dlog4j.configuration="file:///%CASSANDRA_HOME%/conf/log4j-server.properties"^
I'm hopeful there's a less ugly way, but this seems to work.
