To support CEP-10 it is necessary to support alternative file system
implementations so that execution may be consistent between hosts. This ticket
introduces a new File API backed by Path objects, and all File usages are
ported to it. This necessitates the migration away from RandomAccessReader, but
otherwise the change is mostly straight-forward, if quite expansive.
