Thanks for the patches! Unfortunately, since [Windows support has
ended|https://issues.apache.org/jira/browse/CASSANDRA-16171] with 4.0, this is
a bit of a conundrum, since I don't know any committers with a windows machine
to test this. That said, since the patch is very straightforward and only
touches WindowsTimer, I think we could commit this (except for the trunk patch
- CASSANDRA-16956) [~jmckenzie] what do you think?
