I think it would be nice to come up with a test for {{persistLocalMetadata}}
method because it is not covered by tests at all. I'm thinking about smth easy
(similar to TopPartitionsTest#testServiceTopPartitionsSingleTable):
# persist local metadata
# read the {{local}} table
# check the result
Probably a new test suite (test class) needs to be created because
{{SystemKeyspaceTest}} does not load schema.
