I can confirm that I'm experiencing the same issue on a Cassandra 4.0.1 cluster
on production. New snapshot is created for those system tables when the server
is rebooted or the Cassandra service is restarted. The size of the snapshot is
small, but if left untreated, the filesystem may run out of free inodes
eventually.
