This is a very useful feature. My only concern is suddenly start rejecting
requests which may cause unexpected outages that may surprise unaware clients.
I wonder if we should send quota exceeded warnings at the 65%, 75%, 85% marks
(configurable), to give clients prior warning that their access is going to be
denied if they don't take action, perhaps:
* log warnings
* diagnostics events
* client warnings
We should also probably add an easy way for clients to easily disable the quota
for a specific keyspace as a break the glass mechanism to avoid outages,
perhaps add an enabled flag per keyspace to the system table?
