The Crux is that proposal acceptance is based on the in-progress-ballot being 
present, and the servers which have not promised anything before will have 
in-progress-ballot as empty (constructed from 0 timestamp?). In that case they 
are free to accept any proposal and also promise any proposal with timestamp 
higher than 0?.

But thanks for pointing me to CEP-14. Will take a look.
