[~smiklosovic] guardrails are meant to be used to repeatedly evaluate values,
mainly in queries but also in background processes such as compaction. For the
latter case the guardrail would simply use a {{null}} {{ClientState}}. However,
guardrails aren't meant to replace startup checks, which have a different
lifecycle and trigger different actions. So I don't think that CASSANDRA-17180
should be implemented with guardrails.
