In other words the "promisedWrite" value is a parameter that's used to decide
if a read is safe as part of the fast reads optimization. Makes sense.
We probably want to reorder and/or rephrase the doc in Paxos.java as it
confused me that it is something we want to do as a standalone optimization too.
