Section 10 and Section 2.2.1 do not exist, this means I don't get correct links
when I format the spec as html with https://github.com/martin-sucha/cqlprotodoc.
Section 2.4.1 is not linkable (there is no section header for it, only
subsections), but that is probably not an issue since it's referenced from
section 2.4.
