[~blerer] mind reviewing CASSANDRA-17166? This adds a new concept of Loader
which can get all the properties for Config, this is used in YamlConfigLoader
and SettingsTable now, so we have a unified definition of properties.
The Properties class has a .get and a .set, so should be able to call .set in
this patch, but just need some way to convert from string (if something is an
int, need to convert string to int, etc.)
