Seems to me it is not the version. I just changed Circle CI config to mimic 
Jenkins build scripts

We can see from the _Configure virtualenv and python Dependencies_ step that 
now the versions are the same as Jenkins but there are still test failures as 
if we use the old ccm...

It still fails.

CircleCI shouldn't be caching from what I see in our config... and also works 
with -e and branch in my repo consistently...
