Very minimal change; no new testing but will run through suite on midres.
> Users of NativeLibrary should handle lack of JNA appropriately when running
> DBD in client mode

> There are cases where users that are using cassandra as a library and
> initializing {{DatabaseDescriptor}} specifically in client mode without JNA
> should be able to safely continue w/out JNA but are currently getting killed
> w/FSReadErrors. We should loosen that up a bit.
