I think the problem is the paxos operation doesn't cause discovery, if we just 
wait for node4 without adding it ourselves, it will never come up.  Marking it 
up yourself during the paxos operation won't actually happen in practice, I 
don't think.

I'm not sure what the correct solution is but I think there's a better way to 
accomplish it than a custom FD and inspecting the stack.
