Currently pylib/cqlsh tests _with_ cython where not being ran in
[jenkins|https://ci-cassandra.apache.org/job/Cassandra-4.1-cqlsh-tests/181/].
Notice how cython yes and no run the same.
[~mck] managed to find where the flag was being dropped
