Summary: Add configurable contact info to user-facing error
messages

It has been mentioned on CASSANDRA-17967 that we could add custom, configurable
messages at the end of user-facing messages. That way we could add contact info
or particular ways to get support.
For example, quoting [~jmckenzie] , messages could be:
{quote}
Feature X is disabled because it causes problems Y. Email <[email protected]>
with your cluster name and use-case if you would like to apply for a specific
exception
{quote}
There could be a property in {{cassandra.yaml}} containing the common fragment
of text to be appended to error messages.
