Build.xml patch skips total 13 tests. 17723 fixes 7 tests out of 13. Remaining
6 tests still needs to be skipped as these tests uses functions from Chronicle
Bytes code which Cassandra imports and Chronicle-byte doesn't have s390x
support. So we still need build.xml patch (with 6 tests skip) even though
17723 lands.
