Historically, I don't think we have upgraded libs in minor versions of stable
release branches only for performance implications, so I don't think 4.0 should
receive this upgrade.
bq. It is a drop-in replacement.
The other side of that coin is that the way is paved for the power user who
wants this to just drop it in. They are perhaps not the target audience for
stable releases, though.
