Summary: Update and unify copyright year

Stefan suggested we update the year in various place for our copyright, and I
noticed in build.xml we do this differently between branches. In 3.0 we use
${YEAR} and then in later branches we have hardcoded dates. This ticket serves
to update these and unify how we specify them across branches.
