A good example of where this would be helpful is
{{accord.impl.SimpleProgressLog}}, which is hard coded to run recovery every
200ms. (see {{Instance#ensureScheduled()}}) Being able to bump that up
significantly would allow us to make {{AccordIntegrationTest}} stable in
CASSANDRA-18222.
