This is happening on 4.1 only. 4.0 and trunk are OK.
I detected this bug when I upgraded a node from e.g. 3.11.x to 4.1.x. The
upgrade process makes snapshots of all system tables. While they are still on
disk as such, they are not visible in listsnaphots output.
