In the context of a read or write request, this would indicate that a node does
not consider itself a replica of the specified token or range. This implies
that one or both of the coordinator and replica has an outdated view of cluster
metadata and may result in the operation failing if the specified consistency
level can no longer be satisfied using the coordinator's initial replica plan.
