Description: It would be useful to have an endpoint in our vtables where we
could use to get the uncompressed and compressed size of a partition on disk
quickly, as well as the ability to scan across a partition and calculate how
much of said partition was live vs. dead data. (was: It would be useful to
have an API that we could use to get the total serialized size of a CQL
partition, scoped by keyspace and table, on disk.)
