Not having to transfer over the network should accomplish both.
bq. Now, I am still not sure which image we use for which tests yet as there
are differences between how we use those in CircleCI and in Jenkins
We use the 'w-dependencies' image for everything except devbranch builds, which
defaults to the base image, probably so that you can test adjusting
dependencies without any caching woes.
