Description:
After CASSANDRA-17869, we have to run the upgrade test framework against both
JDKs to ensure all tests (backward and forwards) are run. But no test should be
run twice – each is either one JDK or the other, not both. Running a test with
only one of the JDKs is enough for heavy Python upgrade tests.
This ticket should cover the addition in Jenkins.
The addition for CircleCI will be covered in CASSANDRA-18285.
