There have been improvements to the Lucene BKDWriter implementation for the
one-dimensional case that could be used to improve the BlockBalancedTreeWriter.
Specifically [LUCENE-9358|https://issues.apache.org/jira/browse/LUCENE-9358]
removes the need for the rotateToTree method by writing the balanced tree in
the correct format while it is being built.
