Description:
CASSANDRA-17869 changed the way we select upgrade tests to run.
Tests are run with the lowest overlapping JDK between Cassandra versions.
In preparation for dropping JDK 8, we added JDK 11 upgrade tests for trunk in
CASSANDRA-18285 and removed the JDK8 jobs because we will drop JDK8 in
CASSANDRA-18255.
Lower priority task we still need to implement as part of this ticket:
Both Jenkins and CircleCI - Add JDK11 jobs for Python upgrade tests with 4.0
and 4.1 (Java upgrade tests do not have any forward upgrade tests added now
(4.0 or 4.1 to trunk)).
