bg. I agree with
https://github.com/apache/cassandra/pull/2320#discussion_r1196517222 that there
should be a separate target for the removal of idea files.
General agreement is to not worry about adding another task to clean. (Stefan
wrote a good argument as to why it would be superfluous.)
