Summary: When starting up after a failed repair was detected

When a repair fails and is not restarted using "resume" the operator has to
manually clear out the data directory before restarting. Instead Cassandra
could detect this case (or does detect this case) and can clean up itself. This
removes one error prone step for the operator or control plane.
