The jvm17-server.options retains the -XX:InitiatingHeapOccupancyPercent=70
setting vs 45% JVM default. But Java 11 introduced Adaptive IHOP and this
override may not be required anymore, or at least it should be performance
tested.
Java 11 ends active support on Sept 2023, so it may not be important to
consider changing this for jvm11-server.options
