The below patch makes all in-JVM tests (regular and upgrade ones) run in Medium
containers. (3.0 tests are already running in Medium containers)
The names of the executors are not ideal, but we should open a new ticket just
for naming.
While working on the ticket, I noticed we still need J11 on J8 in-JVM tests job
for 4.0. I will open a follow-up ticket.
I noticed the jobs ran longer on cassandra-4.0 compared to other branches, but
the parallelism, container size, and the number of tests seem ok to me, so I
suspect it was some CircleCI delay.
