When uploading SSTables, the default permissions are being set. Currently, 644
or {{rw-------}} are the default permissions. Ideally, a user should be able to
configure the desired file permissions used during an SSTable upload. This
allows the Cassandra process to import the SSTable with the permissions
suitable for the import process.
