stop-server script is bundled into rpm's but it is not present in deb. I think
that not shipping it is correct. It would end up in /usr/bin/stop-server and
that is quite strange. The name of the command should contain "cassandra" in it
at least. However, deb / rpms are meant to started / stopped by systemctl /
systemd and stop-server script is more suitable for cases when Cassandra is
manually started / stopped by bin/cassandra from extracted tarball.
I propose to remove stop-server from rpms too.
