* avoid discovered.addAll(DatabaseDescriptor.getSeeds()) when starting
discovery to exclude them from the final result
* add responded node to discovered set, even if it responds with an empty
set
* Implement a simple simulation for discovery that does not involve
setting up entire clusters
* Allow _any_ seed to start up first
