Summary: Adjust levels of logging Accord messages

Accord logs detailed information about each sent and received message at DEBUG
level. That should be reduced to trace and enclosed with {{if trace enabled}}
blocks as otherwise it can affect performance as we write a lot of additional
data to disk.
