This round/ticket is not dealing with either java or python dtests (except for
adding vnode jvm-dtests).
I'm waiting on CASSANDRA-18753 for those (i.e. just repeat dtests based on
cassandra.yaml and cassandra_latest.yaml). Seems like the simplest approach
with most surface and stays relevant.
