CASSANDRA-17781 introduced the YAML option \{{concurrent_index_builders}} to
allow us to configure index building independently of compaction. We need to be
able to adjust this after index building starts without a restart. (In some
cases, we might do it in conjunction w/ \{{nodetool stop}}, but it depends on
the level of ongoing disruption.)
