[~brandon.williams] good point about disk_failure_policy causing the behavior,
but should disk full trigger disk_failure_policy? I don't remember that
happening for compaction, for example with
[CASSANDRA-18260|https://issues.apache.org/jira/browse/CASSANDRA-18260].
