Summary: Integrate tracing with Accord transaction execution

Accord transactions contain potentially multiple read and write operations, as
well as the evaluation of conditions. As of right now, they are not integrated
holistically into the CQL query tracing mechanism, at least not completely.
There are two things (or categories of events) we might want here. The first is
logging events during transaction execution that would be new and specific to
Accord. The second is making sure that existing tracing information around
local reads and writes are persisted as expected to tracing sessions.
