consistent bootstrap is a known issue, updated CASSANDRA-19848 with more
details.
NativeTransportEncryptionOptionsTest is causing other tests to timeout as it
looks hung, so CI kills the test as we can't make progress... this has been an
on going issue on trunk for awhile now so doesn't look related to this patch
