Since TWCS is using STCS within a window, it makes the sstables inelligible for
zero copy streaming. That is a bummer, because time series use cases typically
have denser nodes. This makes the penalty from using TWCS very impactful when
adding new nodes.
We should be able to use UCS for the window so we can get the benefits of ZCS
when bootstrapping new nodes.
