I want to re-iterate that [~tiagomlalves] was simply inquiring to the practice 
at hand here, for the sake of learning.  The practice itself was not being 
challenged, simply learning what examples are on offer to the problematic 
nature here.  Is there any other insight than what I provided above ?

CassandraRoleManager should be managing it. The CQL is there for downstream 
custom Auth implementations to be able to use.

Interesting, you think we can provide a patch that does less, leaving the 
system table to be entirely done downstream …?
