[~mmuzaf] do I understand it right that your patch is not finished? "enabled"
is just set in constructor, what if we change the capacity via JMX? In other
words, "enabled" in cache should not be just set once but its resolution should
be dynamic based on what is in DD.
Overall I think it just matter of taste if we ask if cache is enabled or not by
asking it directly or deciding it via DD if some capacity is meant to be bigger
than zero, if we decide to go that way then mine patch would be merged,
conceptually, into yours.
