Description: CDC directory is improperly initialized in InstanceMetadata.
There are 2 issues. First, it ignores the value in the builder. Second, it does
not handle the case when the directory is using tilde, the home directory
shortcut. (was: CDC directory in InstanceMetadata constructor initialized with
new builder instance value instead of the value from builder passed to
constructor.)
