I agree it could cause churn on the file. However, I don't think there is any 
problem with that: the repo having more commits doesn't cause issues, there is 
nothing to test, etc.

That said, if you are stroing -1 I am happy to move forward without 
{{{}.sdkmanrc{}}}. 

I am +1 on this patch after we make that decision.
