The cluster topology could have changed (e.g. due to token movement, etc.)
while the restore job is running. It needs to adapt to the topology change and
updates the slices to download. The patch changes the local ranges provider to
be based on Cassandra's token metadata that is exposed via the relevant JXM
endpoints and provides the in-jvm dtest.
